The Conservation and Environment Protection Program (CEPP)

CEPP is funded by the European Union under the 9th European Development Fund.  The National Authorizing Officer (NAO) at the Federated States of Micronesia (FSM) national government Office of Statistics, Budget, Overseas Development and Assistance, & Compact Management (SBOC) is responsible for all financial and contractual aspects of the Program.  Micronesia Conservation Trusts (MCT), through a Services Contract, gives assistance on the technical aspects of the Program.  A Project Steering Committee (PSC) provides the overall supervision of the Program.

 

OVERALL OBJECTIVE

To conserve and protect the environment of the FSM through strengthening the delivery of services by Non-State Actors (NSAs) such as non governmental organizations, educational and research institutions, and community-based organizations in the area of conservation and environmental protection.

 

PRIORITIES

CEPP funded projects MUST not exceed 18 months and MUST address at least one of the following nominated thematic areas of the National Biodiversity Strategy and Action Plan (NBSAP):

 

A) Theme 1 Ecosystem Management

  • Objective 1 Research and Monitoring for implementing appropriate resource management programs and conservation and protected areas.

  • Objective 2 Conservation Areas that include newly established and better managed existing areas that fully represent FSM's ecosystems.

B) Theme 8 Human Resources and Institutional         Development

  • Objective 1 Human Capacity to coordinate and implement the conservation, preservation, sustainable utilization, and development of FSM's biodiversity is developed and strengthened.

  • Objective 2 Institutional Capacity to coordinate, educate and implement the conservation, preservation and sustainable utilization of FSM's biodiversity is developed and strengthened.

  • Objective 3 Public Awareness and Education on the importance of FSM's biodiversity for all stakeholders is strengthened.

EVALUATION & SELECTION OF APPLICATIONS

  1. Open Call for Proposals issued.
  2. Submission of Grant Application (concept note, full proposal, and annexes).
  3. Opening Session and Administrative Check by the Project Steering Committee.
  4. Evaluation of the Concept Note.
  5. Evaluation of the Full Application
  6. Verification of eligibility of the applicant and partners
  7. Development and signing of the Grant Agreement.
  8. Payment released by installment through transfer orders or checks.
  9. Project implementation with monitoring  and evaluation.
  10. Periodic activity and financial reports.
  11. Closure

 

ELIGIBLE RECIPIENTS MUST BE

  • Non-State Actors  and

  • Nonprofit making and

  • Nationals of FSM and

  • Chartered in FSM OR if not chartered, have evidence of legitimacy (i.e. letter from an official stating that organization exists and has relevant experience) and

  • Directly responsible for the preparation and management of the project with their partners, not acting as an intermediary, and

  • Have relevant experience working in the FSM
